First open up an actual game on a counter strike server so your files will generate in their folders. Note: also play with the spray selection so the files in that folder can generate as well.
Then open up your cstrike folder and take the config file you downloaded and put it into the cfg folder.
C:\ProgramFiles\Valve\Steam\SteamApps\steamusername\counter-strike source\cstrike\cfg
If you have to open up the open the new config file and select all text. Then open the old config and select all text then replace the the text by selecting paste. Now save the file.
Then put in your autoscript file http://www.counter-script.net/index.php?id=51
C:\ProgramFiles\Valve\Steam\SteamApps\steamusername\counter-strike source\cstrike
Here is a funny spray you can put in another folder as well.
Select the picture of cookie monster that says “Want a cookie?”
after you download the spray place it into this folder

How to change your settings
Find the config CFG file in your cfg folder listed below
C:\ProgramFiles\Valve\Steam\SteamApps\steamusername\counter-strike source\cstrike\cfg
Right click on the config file and choose properties. Then uncheck the read only file. Now you can edit the settings and save them. Remember once you are done editing the files check the read only file again and make sure you hit save.
